Buster Brown
Former State Senator J.E. “Buster” Brown’s career with the Texas Legislature covers over three decades. He served in the Texas Senate from 1981 until 2002, chairing the Senate Natural Resources Committee and the Energy Council, and authoring SB1 (the Texas Water Plan) and the Texas Emission Reduction Plan.

After serving twenty-two years in the Texas Senate, Senator Brown has successfully represented clients before the Legislature for over eight years and maintained a successful law practice for thirty plus years.

Brown is an alumnus of the University of Texas School of Law, where he has been an adjunct professor for fifteen years, a Life Fellow of the Texas Bar Foundation and Chairman of the Board of the Alzheimer’s Council of Travis County.

Jennifer Brown Emerson
Jennifer provides advocacy services to a wide variety of clients before the Texas Legislature. Prior to joining Brown Consulting, Jennifer practiced law in Houston and Austin with a focus on commercial litigation. She gained invaluable experience and insight working in the Governor’s Office and working for a Congressman in Washington, D.C.

Jennifer received her undergraduate and law degree from the University of Texas at Austin. She serves on the Board of The Trail Foundation and is an Advisory Board Member of Eastside Community Connection.
